He's coloring it with Photoshop (he also Made the text stuff with it) and he makes the rest with his...Hand...+ A pencil or a pen.

Actually, it's an heavy combinaison of TIE-CHI And p00pz0rleetage.

Also mixed up with Graphitus Erectus Extramagus.

And some...Pepper.
