Put Plugins into the plugins folder:

EG: C:\Program Files\Adobe\Photoshop 7.0\Plug-Ins

Then everything else goes into its respective folder in Presets:

EG: C:\Program Files\Adobe\Photoshop 7.0\Presets

Give a go, you may still need to manually add some stuff once in PS though.

Give it a try and let us know.
