Depends on which i7. My i7-930 has no problems running at "enhanced" clock speeds.

Mine doesn't either. I got the "bad" C0 stepping which should generally clock less than the much more desired D0 stepping (all current 9xx), but I still have been able to get 4Ghz with HT on. If I would switch HT off then I would probably get 4,1 to 4,3 Ghz on air.
