I suppose it's because it isn't publicised by anyone except the community - and lots of people who play Renegae have never been on a fan site about it. The only way to get such people to download it will be if every server starts running it, or EA changes the log-in message to encourage RenGuard.
I don't know if you've tried this Crimson, but you could try contacting all server owners and tell them about RenGuard?
